EDIT: Apparently Thomas search links are only good for a limited time. But if you link to Thomas and search for S.397 you should be able to find the text of the new law. Or you can just take my word for it that I cut and paste it correctly. Go here: http://thomas.loc.gov/ to search out the law on your own.
(a) Findings- Congress finds the following:
(1) The Second Amendment to the United States Constitution provides that the right of the people to keep and bear arms shall not be infringed.
(2) The Second Amendment to the United States Constitution protects the rights of individuals, including those who are not members of a militia or engaged in military service or training, to keep and bear arms.
It’s only in the findings section as a justification for laws protecting gun manufacturers, but it gave me a kick to see that in writing. Life is full of simple pleasures if you know where to look. Remember that next time some anti insists the Second Amendment only applies to people in the National Guard or doesn’t apply to the states or some other such baseless nonsense.
